독일 베를린은 환경친화적인 현대적 순환경제(Circular Economy)를 통해 2030년까지 ‘제로웨이스트 도시(Zero-waste city)’를 실현하고자 합니다. 이를 위해 베를린시에서는 2020년 9월 칼슈타트 헤르만플라츠 (Karstadt Hermannplatz) 백화점 3층에 6개월 동안 재활용품과 업사이클링 제품만 판매하는 스토어 시범사업을 운영 중입니다. 베를린시는 이 시범사업이 성공적으로 진행된다면 앞으로 4개 점포 추가 개점을 계획하고 있습니다.

A circular economy is based on the principles of designing out waste and pollution, keeping products and materials in use, and regenerating natural systems.

순환경제는 폐기물 및 오염을 배제하는 디자인, 물건과 자재의 계속적 사용, 자연계 재생성의 원칙들을 기반으로 합니다.

Waste and pollution are not accidents, but the consequences of decisions made at the design stage. By changing our mindset to view waste as a design flaw and harnessing new materials and technologies, we can ensure that waste and pollution are not created in the first place.

폐기물과 오염은 우연이 아니라 디자인 단계에서 내려진 결정의 결과입니다. 폐기물을 디자인 결함으로 보는 관점을 바꾸고, 새로운 자재와 기술을 활용한다면, 폐기물과 오염을 처음부터 만들어내지 않을 수 있습니다.

We can’t keep wasting resources. Products and materials must be kept in the economy. We can design some products and components so they can be reused, repaired, and remanufactured.

계속해서 자원을 버릴 수는 없습니다. 물건과 자재를 절약해야 합니다. 우리는 물건과 부품을 재사용하고 고쳐 쓰며 재생산이 가능하도록 디자인할 수 있습니다.

In nature, there is no concept of waste. Everything is food for something else- a leaf that falls from a tree feeds the forest. Instead of simply trying to do less harm, we should aim to do good. By returning valuable nutrients to the soil and other ecosystems, we can enhance our natural resources.

자연에는 폐기물이라는 개념이 없습니다. 나무에서 떨어진 나뭇잎이 숲의 영양분이 되는 것처럼 모든 것이 무언가를 위한 영양분이 됩니다. 단순히 자연에 해를 덜 입히려 노력하는 것보다 자연을 이롭게 하는 것을 목표로 해야 합니다. 귀중한 영양분을 토양과 생태계로 돌려보냄으로써 우리는 천연자원을 풍부하게 만들 수 있습니다.

Overfilled trash cans and cigarette butts on the streets: for some people, a certain amount of (creative) chaos is part of the Berlin cityscape. "We want to move away from being the garbage capital to a zero-waste city", Werner Graf, the regional chairman of the Green Party, formulated a demand in 2018, which was adopted as a model by the Berlin Senate one year later: "We are developing a modern, environmentally friendly circular economy for Berlin", said Regine Günther, Senator for the Environment, Transport and Climate Protection.

베를린에서 누군가에게는 가득 찬 쓰레기통과 길거리에 버려져 있는 담배꽁초가 도시경관의 일부일 정도로 쓰레기 문제가 심각합니다. 2018년 베르너 그라프(Werner Graf) 녹색당 지역위원장은 쓰레기 더미에서 벗어나기 위해 ‘제로웨이스트 도시(Zero-waste city) 모델’의 채택을 요청하였으며, 일 년 후 상원에서 이를 승인했습니다. 기후보호 상원 의원 레진 귄터(Regine Günther)는 의회가 베를린을 위해 현대적이고 환경친화적인 순환경제를 발전시키고 있다고 언급했습니다.

To this end, the Waste Management Concept 2020-2030 is to contain a concrete and implementable zero waste strategy and to focus more strongly than before on the expansion of waste prevention and reuse as well as recycling. "The aim is to generate less waste and reuse residual materials as raw materials," says Günther, "in this way we are also making an important contribution to climate protection. Only if we quickly say good bye to the throwaway society will we be able to achieve sustainable development.”

이를 위해, 베를린의 쓰레기 관리 10년 전략이 명시된 ‘the Waste Management Concept 2020-2030’에는 구체적이고 실행 가능한 제로 웨이스트 전략이 포함되어 있으며 폐기물 억제와 재활용 및 재사용 확대에 이전보다 더욱 초점을 두고 있습니다. 귄터(Günther) 상원 의원은 쓰레기 발생을 줄이고 잔여물을 원자재로 사용하는 것이 목표라고 말하면서, 하루속히 ‘버리는’ 사회에서 벗어나야 지속 가능한 발전을 이룰 수 있다고 덧붙였습니다.

Under the motto "Reuse instead of throwing away", the Senate Department for the Environment, Transport and Climate Protection launched the Re-Use Berlin initiative in 2018. In addition to collection and sales campaigns, used utensils from private households will soon find new owners in the department stores of the future. After all, an average of 244 items per household are still in working order but are no longer used. The project will not fail due to the ecological awareness of the Berlin population: second-hand shops and eco-markets are omnipresent in the streets and citizens' initiatives keep their neighbourhood clean.

“버리지 말고 재사용하자”라는 모토 하에 2018년 베를린 상원 환경교통기후보호부는 ‘Re-Use Berlin’이라는 이니셔티브를 출범시켰습니다. 컬렉션 및 세일즈 캠페인 외에도, 가정에서 나오는 중고 식기들은 곧 백화점에서 판매될 예정입니다. 가구당 평균 244개 아이템들이 상태가 좋지만 더 이상 사용되고 있지 않습니다. 백화점 중고품 판매 프로젝트는 베를린 시민들의 환경보호에 대한 인식 덕분에 실패하지 않을 것입니다: 베를린에서는 중고품 상점과 에코 마켓을 거리 어디에서나 볼 수 있고 시민들의 환경에 대한 높은 인식은 동네를 깨끗하게 유지할 수 있도록 합니다.

The circular economy is not only good for the environment. With over 400 companies and 8,500 employees, the industry is a growing competitive factor in Berlin. In Germany's largest contiguous waste disposal area, this is due not only to the traditional waste management companies, but also to technology developers and startups which are jointly developing new ideas for waste prevention and separation and recycling. In 2016, the CRCLR House in Neukölln, the first Berlin centre for circular economy, was created as a home for creative exchange between institutions, but also between interested people. Since then, concepts, recommendations for action and pilot projects have been developed in the think tank and do tank. In addition, the initiators provide advice on topics such as the circular economy, waste prevention and citizen activation.

순환경제는 환경에만 좋은 것은 아닙니다. 400개가 넘는 기업과 8,500명 이상의 근로자가 있는 베를린에서 순환경제 관련 산업은 점점 경쟁력 있는 분야가 되어가고 있습니다. 독일 최대 폐기물 처리 지역에서는 기존 폐기물 관리 회사뿐만 아니라 폐기물 억제, 분리 및 재활용을 위해 새로운 아이디어를 함께 발전시키는 기술 개발자와 스타트업도 있습니다. 2016년, 노이쾰른(Neukölln)의 베를린 최초 순환경제 센터인 ‘CRCLR House’는 관련 기관 간 창의적 아이디어 교류뿐만 아니라 순환경제에 관심 있는 사람들과의 아이디어 교류를 위해 설립되었습니다. 센터 설립 이래, 기본 개념, 실행을 위한 권고사항, 시범 사업들이 센터 싱크탱크(think tank, 연구개발 조직)와 두 탱크(do-tank, 아이디어의 현실화, 행동에 중점을 둔 연구조직)에서 개발되어왔으며 이들은 순환경제, 폐기물 억제, 시민참여 등과 같은 주제에 자문을 제공하기도 합니다.

Berlin’s city government has just taken the unusual step of opening a department store. But this is no typical retail outlet – the store sells only high-quality recycled and upcycled items.

베를린시가 중고품 백화점 개점이라는 이례적인 행보를 보였습니다. 이 중고품 백화점은 소매품을 판매하는 일반 백화점과 달리 고품질의 재활용품과 업사이클링(재활용품에 디자인 또는 활용도를 더해 그 가치를 높인 제품으로 재탄생시키는 것) 제품만을 판매합니다.

It’s all part of the city’s efforts to reduce waste and protect the environment. The pop-up shop will be open on the third floor of the city’s Karstadt Hermannplatz department store, in the hip Kreuzberg district, for the next six months. If the pilot project works, more stores are planned.

Across the new store’s 650 square meters of selling space, nine vendors offer products ranging from recycled and upcycled furniture and clothing to refurbished electrical appliances and toys.

650 평방미터에 달하는 판매 공간에는, 아홉 개 업체가 재활용 및 업사이클링 가구와 의류에서부터 개조된 전자제품 및 장난감을 판매합니다.

On the floor above is a meeting space that will be used for a series of events to raise awareness of recycling and reuse, including promoting a scheme to allow shoppers to borrow cargo bikes to take their bargains home.

스토어 위층에 위치한 미팅 공간은 쇼핑객들이 스토어에서 구매한 물건을 집으로 가져갈 때 화물 자전거(cargo bike)를 빌릴 수 있도록 하는 제도 등 재활용 및 재사용에 대한 시민들의 인식을 높이는 다양한 행사를 위해 사용될 것입니다.

“Our motto is ‘new can be used’,” says Stefan Tidow, State Secretary for Environment and Climate Protection, who officially opened the store. “We want to make well-preserved used goods more easily accessible to even more people.”

비바렌하우스(B-Wa(h)renhaus)를 공식적으로 개점한 베를린시 환경기후보호국장 슈테판 티도우(Stefan Tidow)는 베를린시의 모토인 ‘new can be used’를 언급하며, 비바렌하우스(B-Wa(h)renhaus)를 통해 보다 많은 사람들이 잘 보존된 중고품에 더 쉽게 접근할 수 있기를 바란다고 말했습니다.

B-Wa(h)renhaus forms part of the city’s Zero Waste policy, endorsed by Berlin’s senate. Tidow’s initial plan is to open four more "department stores of the future", selling good-quality second-hand goods at attractive prices.

비바렌하우스(B-Wa(h)renhaus)는 베를린 상원의 승인을 받은 제로웨이스트 정책의 일환으로 베를린시는 합리적인 가격에 질 좋은 중고품을 판매하는 ‘중고품 백화점’을 앞으로 4개 더 개점하는 것을 초기계획으로 삼았습니다.

In their report on the circular economy, the World Economic Forum and the Ellen MacArthur Foundation call for international cooperation to reduce demand for raw materials by reusing and repurposing existing products to extend their productive lives.

세계경제포럼(WEF, World Economic Forum)과 엘렌 맥아더 재단(Ellen MacArthur Foundation)은 ‘순환경제 보고서’에서 기존 제품 재사용 및 재활용을 통해 물건의 수명을 높이고 새로운 제품에 대한 수요를 줄여 자원을 절약하기 위한 국제적 협력을 촉구하고 있습니다.
