지속가능 개발 목표(Sustainable Development Goals)에 대해 들어 보셨나요? 2015년 유엔(UN)이 채택한 의제인 지속가능 개발 목표 (Sustainable Development Goals)는 전세계가 지속 가능한 발전을 위해 2030년까지 이행하고자 하는 공동목표를 선정하는데요. 이 목표에 환경문제도 포함되어 있을만큼 기후변화 등 환경문제는 이제 전세계가 관심을 갖고 해결하고자 하는 주요 이슈입니다. 이에 전세계 나라는 친환경 제품 개발, 친환경 정책 등을 통해 지속가능한 미래로 나아가기 위한 노력을 기울이고 있습니다. 이와 관련하여 영국과 프랑스의 친환경 이슈에 대해 소개하고자 하는데요, 첫 번째는 영국 스타트업이 개발한 탄소배출을 줄인 친환경 벽돌, 두 번째는 친환경 랜드마크 건물로 이전하는 런던 시청사, 마지막으로 파리시장의 야심찬 친환경 정책입니다.

1. 영국 : 탄소배출을 줄인 친환경 벽돌


We've been using the same bricks for over 5,000 years. This engineer says it's time for a change.

Although we're surrounded by millions of them every day, most of us don't think about bricks too often. For thousands of years, the humble clay-fired brick hasn't changed.

But the brick as we know it causes significant environmental problems, by using up raw, finite materials and creating carbon emissions.

As she became aware of the construction industry's sustainability issues, she started looking for solutions. Medero joined forces with fellow engineer Sam Chapman and set up Kenoteq in 2009.

The company's signature product is the K-Briq. Made from more than 90% construction waste, Medero says the K-Briq -- which does not need to be fired in a kiln -- produces less than a tenth of the carbon emissions of conventional bricks.
영국 스코틀랜드 스타트업인 키노테그(Kenoteg)의 주력 제품은 건축폐기물 90% 이상으로 만든 친환경 벽돌 'K-Briq'입니다. 가마에서 구워 낼 필요가 없는 ‘K-Briq’은 기존 벽돌 탄소 배출량의 10분의 1 이하를 배출합니다.

Although they're made from natural materials, there are problems with bricks at every step of their production.
천연재료를 사용해서 만든다고 하더라도 벽돌은 생산 단계마다 환경문제를 발생시킵니다.

In conventional brick production, the clay is shaped and baked in kilns at temperatures up to 1,250°C (2,280°F). The majority of brick kilns are heated by fossil fuels, which contribute to climate change.
기존 벽돌 생산단계에서, 점토는 1,250°C의 고열의 가마에서 구워지고 틀이 잡힙니다. 벽돌 가마대부분은 화석 연료로 데워지며, 이 과정에서 기후변화에 영향을 끼칩니다.

Once made, bricks must be transported to construction sites, generating more carbon emissions.

The environmental footprint of different bricks reflects multiple factors including the type of kiln, fuel, and transportation. But with so many produced, their impact adds up, says Medero.
수많은 벽돌의 환경 발자국은 가마, 화석연료, 운송 등 여러가지 요소들로 만들어지고 벽돌 생산이 계속될수록, 환경에 미치는 영향은 배가 됩니다.

Enter the K-Briq. To make it, construction and demolition waste including bricks, gravel, sand and plasterboard is crushed and mixed with water and a binder. The bricks are then pressed in customized molds. Tinted with recycled pigments, they can be made in any color.
기존벽돌과 달리, 'K-Briq'은 벽돌, 자갈, 모래, 석고보드가 포함된 건축 폐기물을 분쇄 후 물과 결합제를 섞어 만들어집니다. 이렇게 만들어진 'K-Briq'은 맞춤형 몰드에서 압축되며, 재생염료로 색이 입혀집니다. 염료는 어떤 색상이든 가능하고 말이죠.

Earlier this year, Kenoteq won its first commission -- to supply bricks for the Serpentine Pavilion 2020 in London's Hyde Park (although the project has been postponed until summer 2021 due to the current pandemic). Designed by architectural studio Counterspace, the building will incorporate K-Briqs in grey, black and 12 shades of pink.
올해초, 키노테크(Kenoteg)는 런던 하이드파크에서 개최 예정이었던 '2020년 서펜타인 파빌리(the Serpentine Pavilion 2020)'의 건축물에 자체 개발한 친환경 벽돌 제공 업체로 계약을 수주하기도 했습니다(파빌리온은 코로나로 2021년 여름으로 연기됨). 건축 스튜디오 '카운터스페이스(Counterspace)'가 디자인한 건축물에는 회색, 검정색 그리고 12개 음영이 드리워진 분홍색의 'K-Briq'이 사용될 것입니다.

Kenoteq is far from being the only company trying to make construction more sustainable. Other innovators include Qube, an India-based startup creating bricks out of plastic waste, and the ClickBrick which eliminates the use of cement through modular stacking (think real-life Lego).
키노테크(Kenoteg) 외에도 지속가능한 건축을 위해 힘쓰는 회사들이 있습니다. 폐기된 플라스틱 물병 등으로 벽돌을 제조하는 인도의 사회적 기업 큐브(Qube)와 현실판 레고(Lego)처럼 모듈을 적층해가며 완성하는 적층형 공법을 통해 시멘트 사용을 없앤 클릭브릭(ClickBrick)도 지속가능한건축업에 일조하고 있습니다.

There are signs of change. In Scotland, the government is reviewing a circular economy bill which encourages businesses to think creatively and economically about how they reuse and recycle materials. Boyle says that there are "contractors who would use [K-Briqs] tomorrow," if they were being produced on a large scale.
한편, 변화의 신호가 나타나고 있기도 한데요, 스코틀랜드에서는 정부가 자원을 재사용하고 재활용하는 방법에 대해 창의적이고 경제적으로 생각하는 기업을 장려하는 순환경제 법안을 검토하고 있습니다. 대량 생산이 가능하다면 시공사들이 머지않아 'K-Briq'을 사용하게 될 것입니다.

Say goodbye to “The Glass Gonad”: Mayor Sadiq Khan plans to relocate city government to cheaper, greener office space in a bid to save money and energy.
사디크 칸 런던시장은 비용 및 에너지 절감을 위해 '유리달걀(The Glass Gonad)'로 불리는 현청사를 좀 더 저렴하고 친환경적인 새로운 청사로 옮길 것이라는 계획을 발표했습니다.

In a bid to cut the city’s budget deficit, Khan has recommended that his offices and the headquarters of the London Assembly should move out of the eye-catching Norman Foster-designed blob they have inhabited since 2002.
칸 시장은 런던시 예산 적자를 해결하기 위해, 2002년부터 런던시와 런던 시의회 본부였던 세계적 건축가 노먼 포스터가 설계한 현청사를 이전해야 한다고 밝혔습니다.

When its current lease comes up for renewal in 2021, the Greater London Authority will move to the altogether cheaper and less centrally located Crystal Building, located in the Royal Docks a few miles to the east.
런던시는 현청사 건물을 장기 임대하는 방식으로 사용해 왔는데요, 2021년 임대 계약이 만료되면 청사를 런던 동쪽 외곽 선착장 '로열도크(Royal Dock)'에 위치한 '크리스털(The Crystal)'이란 이름의 친환경 건물로 한꺼번에 이전할 것입니다.

The loss of the current City Hall as a site of government is thus one Londoners have been prepared for by recent history. The building itself — commonly referred to in London as “The Testicle” or “The Glass Gonad,” due to its lopsided spherical silhouette — is not a landmark widely visited by Londoners, even if its lawns are the best place in London to take a photo with Tower Bridge as a backdrop.

Meanwhile, “The Crystal,” the spike-roofed events venue into which the mayoralty would move, has some qualities that may make it a more on-brand headquarters for Mayor Khan. Designed by Wilkinson Eyre Architects and completed in 2012, it’s billed as “one of the world’s most sustainable buildings,” with solar water heating, a solar glass facade, and an energy management system created by Siemens that could burnish to the green reputation of Mayor Khan.

3. 프랑스 : 파리시장의 야심찬 친환경 정책

‘새소리가 들립니다.’ 안 이달고 파리시장이 밝힌 코로나 도시봉쇄가 ‘친환경 도시’ 파리에 미친 긍정적 영향

The years since Hidalgo came to office in 2014, she has kept rolling out plans to transform her city into a greener and more people-friendly place. Her ambitions have won her plaudits from the green lobby but also the ire of drivers and other Parisians.

Hidalgo’s most controversial act has been to create about 870 miles of bike lanes that now crisscross Paris, a plan she intends to vastly expand. In the process, Hidalgo has eliminated thousands of parking spaces and shut several key roads entirely to car traffic.
이달고 시장의 정책 중 가장 논란이 되는 것은 파리를 가로지르는 약 870 마일의 자전거 도로를 조성한 것입니다. 자전거 도로를 확충하는 과정에서, 이달고 시장은 주차장 수천 개를 없애고 자동차 통행을 위한 주요 도로 몇 개를 완전히 폐쇄했습니다.

From 2024, diesel cars will be banned from Paris. Meanwhile, engineers have mapped the city’s buildings according to their energy efficiency, the mayor says, and so far have retrofitted about 50,000 of them with better insulation and ventilation.

Hidalgo has also loosened rigid building codes, allowing residents, for example, to plant trees in their neighborhoods–an act that previously required overcoming steep bureaucratic hurdles.

Hidalgo has also seized the moment. As millions of Parisians languished indoors, the city quietly turned another 31 miles of road into bike lanes and named them corona pistes, or “corona lanes.” By the time the city reopened, in mid-May, residents found that cars were no longer allowed on the main east-west artery, Rue de Rivoli.

Now that she has won re-election, she is thinking of new ways to transform the urban environment. One key concept is the “15-minute city,” crafted by one of Hidalgo’s consultants, Carlos Moreno, a professor of innovation at the Sorbonne University in Paris. The idea is to develop infrastructure enabling residents to access services like public transportation, stores and schools, all within a quarter-hour walk from home.

Not all Parisians feel so upbeat about the changes. The morning after I met Hidalgo in her office, thousands of drivers working for Uber and other private taxi companies converged on Paris’ Boulevard Raspail, a major road cutting through the Left Bank, in an enraged demonstration against the mayor’s anti-car program.
모든 파리시민들이 이러한 계획에 대해 찬성하는 것은 아닙니다. 수천 명의 우버 기사들과 택시 회사들은 이달고 시장의 '반(反) 자동차' 정책에 항의 하며 분노의 시위를 벌이기도 합니다.

And yet increasingly, voters are on the side of the environmentalists. The June 28 elections saw France’s green party, called EELV, win mayorships in major cities like Lyon, Bordeaux and Strasbourg. Green parties also won nearly 10% of the seats in the European Parliament last year, as well as about 20% of votes in Germany’s local elections, with many voters saying that climate change was now their biggest worry.
