최근 코로나로 글로벌 공급망이 붕괴되어 전세계 물류산업이 큰 타격을 받고 있다는 보도가 나오고 있습니다. 이러한 상황에서 각국은 전세계 주요 공급망인 중국을 대신할 새로운 공급망을 찾을 수 있을지에 대해 고민하고 있습니다. 독일 국영 미디어인 '도이체 벨레(Deutsche Welle)'는 '중국을 전세계 공장에서 배재하지 말라(After Coronavirus, Don’t write off China as world’s factory)'는 기사를 통해 코로나 이후 기업들이 공급망 다각화를 모색중이지만 현실은 쉽지 않음을 보여주고 있습니다. 이러한 상황에서 전세계 전자물류(e-logistics)를 선도하기 위한 프랑스 이밸리(E-valley)프로젝트는 과연 포스트 코로나 시대 새로운 글로벌 공급망으로 자리잡을 수 있을까요? 


프랑스 이밸리(E-Valley) 프로젝트: 버려진 공군기지 재개발 프로젝트

  • 프랑스 북부지방에 위치한 캉브레(Cambrai) 공군기지를 개조하여 유럽 최대 전자물류 단지를 건설하는 프로젝트
  • 총 320헥타르 규모의 이밸리 프로젝트는 2020년 여름 1단계 프로젝트 시공을 시작으로 2024년 프로젝트를 마무리할 계획
  • 물류창고와 창고형 할인매장을 만들어 남은 물품이나 반품된 물건을 할인하여 되 팔 수 있는 커머셜 존, 스타트업 인큐베이터, 코워킹 스페이스, 호텔, 탁아소, 레스토랑과 같은 서비스를 제공하는 공유 서비스 존으로 구분하여 설계됨

옛 프랑스 군기지가 유럽에서 가장 큰 물류 단지로의 길을 열어주다.

The military base was closed in 2013. Now, it's set to again take an international turn — and become Europe's biggest logistics platform, called e-Valley.

2013년 군기지가 폐쇄되었습니다. 현재, 이 군기지는 다시 국제적인 전환점을 맞이하여 ‘이밸리(E-Valley)’라고 불리는 유럽 최대 물류 플랫폼으로 거듭날 것입니다.

E-Valley Development Director Fabrice Galloo thinks the COVID-19 crisis has made the case for such a project even more. "E-commerce has been skyrocketing during the COVID-19 crisis", he told DW. "Many companies have realized through the COVID-19 crisis that having warehouses in Europe is becoming more and more necessary, as countries are trying to relocate parts of the supply chain”

이밸리(E-Valley) 개발 디렉터는 코로나 위기가 프로젝트의 필요성에 대한 근거가 되었다고 말합니다. 코로나 기간에 전자상거래 시장이 급속한 성장을 했고 국가들이 공급망의 일부 이전을 모색하고 있는 현 상황에서 많은 기업들이 유럽에 물류창고를 보유하는 것에 대한 필요성을 점점 더 느끼고 있기 때문입니다.


A recent study commissioned by Swedish e-commerce auditor Detail Online and carried out by market research institute Kantar confirms such a trend toward more online shopping since the start of the pandemic. According to the survey, the share of people making more than half of their purchases online has increased by 25% to 80% in Europe's main e-commerce markets, i.e. the UK, Germany, and France.

최근 조사에 따르면, 코로나가 시작된 이후 온라인 쇼핑 증가 추세가 두드러졌습니다. 또한 소비의 절반 이상을 온라인으로 행하는 사람의 비율이 유럽 주요 전자상거래 시장(예: 영국, 독일, 프랑스)에서 25%에서 80%까지 증가했다는 결과가 나왔습니다.


A smart logistics city

The area is next to several highways and train lines and near various airports and harbors. The upcoming 107-kilometer Seine-Nord Europe Canal will connect it to the Benelux countries' river network.

이밸리(E-Valley) 지역은 고속도로와 철도 노선, 공항과 항만 근처에 위치하여 교통 연결성이 좋습니다. 그뿐만 아니라 프랑스 와 벨기에, 독일,

네덜란드를 잇는 107 킬로미터 길이의 ‘센-노르 유럽 운하(Seine-Nord Europe Canal)’ 건설을 통해 베네룩스 3국과 접근성을 높일 예정입니다.


What's more, the platform will be a smart logistics city, explained Galloo: "We will set up startup incubators and be working with artificial intelligence and big data. Everything will be mechanized. We'll be using robots, exoskeletons and drones in and around the warehouses. Our campus will include restaurants, creches, hotels and training centres."

이밸리(E-Valley)는 스마트 물류도시로 건설될 것이라고 하는데요, 물류 단지 안에 스타트업 인큐베이터가 입주하고 인공 지능과 빅데이터가 활용되며 모든 것이 기계화되고 물류창고 안팎에서 로봇, 엑소 스켈레톤, 드론을 사용될 것입니다. 또한, 단지 내에 레스토랑, 탁아소, 호텔 및 트레이닝 센터도 들어설 것입니다.


"E-Valley will also be a duty-free zone, which means companies will only have to pay import taxes once the goods leave our compound. That obviously provides cash flow benefits," he said.

이밸리(E-Valley)는 면세구역(duty-free zone)으로 조성되기 때문에 기업은 물품에 대한 수입세만 지불하면 됩니다. 기업 입장에서는 이러한 점이 분명 현금흐름에 있어 장점이 될 것입니다. 


E-Valley could be only the beginning. Its developers are planning to buy a second military base in France and build more smart logistics hubs abroad.

프랑스는 이밸리(E-Valley)를 시작으로 또 다른 군사 기지를 추가 매입하여 더 스마트한 물류 허브 건설을 계획 중에 있습니다.

반면, 포스트 코로나 시대 글로벌 공급망의 변화가 주요한 이슈로 떠올랐음에도 불구하고 여전히 중국을 글로벌 공장에서 배제할 수 없어 공급망 다각화의 어려움을 시사하는 기사도 있습니다.

The COVID-19 pandemic and sweeping measures to contain it have disrupted global supply chains, bringing factories to a screeching halt.
(중국에서는) 코로나 펜데믹과 이를 억제하기 위한 전면적 조치는 글로벌 공급망을 혼란에 빠뜨리고 공장을 중단시켰습니다.

China emerged as the central player in global supply chains over the past two decades as Western companies set up major operations in the Asian economic powerhouse to minimize costs and cater to the world's most populated country.
지난 20년 동안 중국은 글로벌 공급망의 중심지로 부상했습니다. 이는 서구 기업들이 비용을 최소화하고 세계에서 인구가 가장 많은 시장에 제품을 공급하기 위해 아시아 경제대국인 중국에 주요 공장을 세웠기 때문에 가능한 것이었는데요.

According to a recent survey by a German firm, four in every five major companies rely on Chinese suppliers.
독일 기업의 최근 조사에 따르면, 전 세계 주요 기업 5개 중 4개 기업이 중국 공급망에 의존하고 있다고 합니다.

As China completely locked down the most affected regions to contain the virus, companies around the world felt the heat. Some like Fiat Chrysler and Hyundai were forced to halt production as they could not get parts from China.
그러나 코로나로 중국이 공장을 폐쇄하면서, 전 세계 기업들은 타격을 입었습니다. 피아트 크라이슬러(Fiat Chrysler)와 현대자동차(Hyundai)는 중국에서 부품을 얻을 수 없어 부득이하게 생산을 중단하기도 했습니다.

The current disruption is expected to prompt companies to diversify away from China to countries such as Vietnam, Malaysia and the Philippines as they look to minimize risks and localize their supply chains.
이러한 혼란 속에서, 기업들은 리스크를 최소화하고 공급망을 현지화하기 위해 중국에서 벗어나 베트남, 말레이시아, 필리핀 등으로 공급망 다각화를 모색할 것으로 보입니다.

“During the coronavirus crisis, a lot of companies looked for alternative sources outside of China. Some of them found them, others could not find them in such a short period of time. Those who found alternative sources will continue to use them in the future," Knut Alicke, a supply chain expert at consultancy McKinsey, told DW. Experts, however, agree that even as companies set up operations or look for suppliers in other countries, they will continue to maintain a strong presence in China
하지만, 중국을 대체할 만한 공급망을 찾는 것은 여전히 쉽지 않아 보입니다. 컨설팅 회사 맥킨지(McKinsey)의 공급망 전문가는 몇몇 기업이 중국을 대체할 공급망을 찾았지만, 대부분의 기업은 그렇지 못했다고 언급하며 중국을 대체할 공급망을 찾은 기업일지라도 여러가지를 고려했을 때 중국을 공급망으로 계속 남겨 둘 수밖에 없다고 말합니다.
